指手画脚:说话时手脚并用做出各种动作,形容说话时放肆或得意忘形;也比喻轻率地指点、批评或发号施令。

To gesticulate wildly while speaking; to make indiscreet remarks or give orders arbitrarily.

Usage

多用于贬义,形容人在说话时过于张扬,或对别人指指点点、妄加评论。

Often used in a derogatory sense, describing someone who is overly dramatic in speech or who criticizes and orders others around.
