Definition
Both '人家' and '别人' can refer to people other than the speaker and listener, but '人家' has additional uses: it can refer to oneself (especially in a coquettish or intimate tone), or refer back to a previously mentioned person (specific reference). In contrast, '别人' only means 'other people' in a general sense, without specific or self-referential uses.
Usage
'人家' is often used in spoken language, meaning 'others' or 'he/she/they', and can also be used by a woman to refer to herself (with a coquettish or intimate tone), or to refer back to someone mentioned earlier. '别人' is used for other people in a general sense, without emotional nuance or specificity. When needing to express gender or emotion, '人家' is better; for objective statements or clarity, '别人' is appropriate.
